Reference to accreditation – text used by accredited entities to indicate their status as entities accredited by the Executive Agency for Environmental Protection (EAEP).
Reference to the status of the BSA as a party to a multilateral agreement – text used by the BSA or by a person accredited by the BSA to indicate the BSA’s status as a party to a multilateral agreement.
Акредитирано лице – a conformity assessment body (a body that provides conformity assessment services – CAB).
1. GENERAL PROVISIONS
The reference to accreditation by the Bulgarian Standards Agency (BSA) on reports or certificates provides assurance to Labpro LLC that accreditation by the Bulgarian Accreditation Service (BAS) is maintained and that a given document has been issued under BAS accreditation as evidence of compliance with the provisions of the BDS EN ISO/IEC 17020 standard, as well as with the terms of the multilateral agreements to which BAS is a party.
1.1 Rights to Cite Accreditation
The Executive Agency for Standardization and Accreditation (EASA) grants the right to cite EASA accreditation and/or the status of the Bulgarian Accreditation Service as a party to multilateral agreements, provided that the environmental organizations are accredited by the Bulgarian Accreditation Service and meet the Bulgarian Accreditation Service’s accreditation requirements for the specific field.
Accreditation temporarily suspended
In the event of a temporary suspension of accreditation for part of the activities or for all accredited activities of the OKS, any reference to the accreditation by the IA BSA and/or to the status of the IA BSA as a party to a multilateral agreement must be immediately discontinued in all documents related to the activities subject to the temporary suspension of accreditation.
Accreditation revoked
Upon revocation of accreditation, the OKS must immediately cease the use, publication, and distribution of documents that refer to accreditation by the IA BSA and/or to the IA BSA’s status as a party to a multilateral agreement. After the withdrawal of accreditation, it must not be declared and/or demonstrated in any way.
2.DESCRIPTION OF ACTIVITIES
2.1. OKS at LABPRO EOOD complies with the established rules for the use of the BAS Accreditation Agency’s accreditation symbol in accordance with the guidelines set forth in Procedure BAS QR 5 issued by the Agency “Rules for the Use of the BAS Accreditation Symbol, for Referring to BAS Accreditation, and/or for Referring to the Status of BAS as a Party to a Multilateral Agreement.”
2.2. The Quality Assurance System at LABPRO EOOD is based on its accreditation, which is considered equivalent to the use of the accreditation symbol.
2.3. The Quality Control Department at LABPRO EOOD refers to its accreditation without using an accreditation symbol. The reference to accreditation on documents issued by the Quality Control Department at LABPRO EOOD appears as follows:
“Accreditation Certificate, Reg. No. ……./date, valid until ……, issued by the Bulgarian Accreditation Service (BAS), in accordance with the requirements of the BDS EN ISO/IEC 17020:2012 standard””.
2.4. OKS may cite its accreditation under Section 5.3 only and exclusively when the test reports unambiguously and clearly reflect only activities within the accredited scope. The reference to accreditation excludes any possibility that OKS clients at Labpro EOOD may be misled or that the accreditation may be compromised.
2.5. When sending letters and email correspondence, OKS adheres to the following rules:
Reference to accreditation, as specified in Section 5.3, in cover letters, proposals, and other materials may only be made if the activities to which the documents relate fall within the scope of the accredited activity.
– When a reference to accreditation is used in bids, proposals, and other materials that also pertain to activities outside the accredited scope, the following text must be included in the document without alteration: "The document includes services that are not covered by the scope of accreditation."
OKS at LABPRO EOOD never refers to the status of the BSA as a party to multilateral agreements in advertising materials, forms, offers, or letters, including those in electronic form.
2.7. The OKS issues test reports without reference to accreditation in several cases:
The monitored parameters are outside the scope of accreditation
– The requested measurement range is outside the calibrated measurement range of the technical equipmentа;
At the time of the inspection, OKS did not have a valid Accreditation Certificate in accordance with the requirements of the BDS EN ISO/IEC 17020:2012 standard
2.8. The reports issued by the OKS containing the results of the tests conducted under section 5.7. (without reference to accreditation) are not official documents issued in accordance with the requirements of the BDS EN ISO/IEC 17020:2012 standard.
2.9. The documents referred to in section 5.8 are recorded in the OKS Incoming-Outgoing Log for inspection certificates without accreditation.
2.10. In all available materials and electronic documents of LABPRO Ltd., it is clearly and unambiguously specified which activities fall within the accredited scope and which do not, in order to rule out any possibility of misleading customers. References to accreditation may be used in offers, letters, or other similar documents that relate not only to accredited activities, provided that it is clearly specified which activities are accredited by ИА БСА and which are not. When a reference to accreditation is used in bids, proposals, and similar documents, and these documents also pertain to activities outside the accredited scope, the following text must be included verbatim in the document:
“The document includes services that are not covered by the scope of accreditation.”
2.11 Customers of the Control Authority at LABPRO EOOD are not permitted to use the accreditation symbol or reference to accreditation on promotional materials, business cards, products, etc.
